What the colours are allowed to say
A municipality is shaded on the price ramp when the recorded model produces a single comparison estimate. In electricity mode, 265 of the 414 are hatched instead, because their electricity rate is a Hydro One or Algoma density class that depends on the individual service connection rather than on the town — so no single colour is the truthful answer for the whole municipality. The panel gives the band.
Water and gas estimates use the recorded charges, at 20 m³/month and 200 m³/month. Electricity is the delivery side only — the service charge plus the per-kWh delivery and regulatory charges, less the Ontario Electricity Rebate, at 750 kWh/month. The commodity is separate. This is a comparison of the delivery portion, not your total electricity bill. Provider-specific or incomplete tariffs may not be comparable.
