CONFIRMED no municipal water utility via deep-search pass (2026-07-23): the township's full current fee-schedule by-law (2025-03, Schedules A-J) contains only private septic-system permit fees, no water/wastewater schedule. A Wayback Machine CDX crawl of the entire domain found only two historical "water" mentions, both 2020 recreational lake-water-quality (algae bloom) advisories, unrelated to a drinking water system. Independently cross-validated against Ontario's official MECP Drinking Water Systems registry (FY2024-25): "Algona" and "Wilberforce" produce zero matches, while neighboring "McGarry" and "Minden" correctly appear, confirming the search method is valid. Enbridge holds a franchise here — the OEB's franchise map lists North Algona Wilberforce — but the placemark's Rate Zone attribute is empty, so the regulator has not said which rate zone bills this township. The franchise is new, and dated: the OEB's decision of 30 May 2024 on the Eganville Community Expansion (EB-2023-0201) approved a new municipal franchise agreement and certificate of public convenience and necessity for this township alongside Bonnechere Valley's. Every other Renfrew County municipality with a franchise reads EGD, which makes EGD likely — recorded, deliberately not applied.
